Telangana’s Fine Rice Scheme Shifts Focus from Food Security to Nutritional Quality


According to the latest updates, Telangana’s fine rice distribution scheme introduces an additional parameter, quality. Notably, the programme goes beyond mere hunger alleviation and seeks to improve the nutritional intake of economically vulnerable households. Moreover, it indicates an evolving understanding of welfare not just as subsistence support but as an instrument of social dignity and equity. The programme was launched a year ago, and the scheme has since expanded across the state with considerable administrative coordination. The Programme began as a targeted initiative but later grew into a large-scale public distribution effort, reaching an estimated 31 million beneficiaries through nearly nine million ration cards. The monthly provision of six kg of fine rice per beneficiary highlights both the logistical capacity of the state and its commitment to sustained welfare delivery. Interestingly, the intervention gains significance against the backdrop of long-standing concerns surrounding the Public Distribution System (PDS). The system has been criticised for the inconsistent quality of food grains supplied, often resulting in underutilisation and diversion. The Telangana government has attempted to address this structural limitation by introducing fine rice. Improved grain quality has not only enhanced acceptability among beneficiaries but also contributed to better dietary practices. The Studies have indicated higher nutritional value, particularly beneficial for children, pregnant women and the elderly, pointing to the scheme’s potential long-term public health impact.



Odisha to Auction 1 Lakh MT Surplus Rice from Kharif 2024-25


On Saturday, in order to prevent financial losses and ensure efficient stock management, the State Cabinet decided to dispose of 1 lakh metric tonnes (LMT) of surplus rice through Odisha surplus rice open market auction. The state achieved a historic milestone by procuring a record 73.46 lakh MT of paddy during the Kharif Marketing Season (KMS) 2024-25. The total paddy procurement reached an all-time high, combined with 19.19 lakh MT procured in the Rabi season. This has resulted in an estimated 63.37 lakh MT of rice (including Fortified Rice Kernels - FRK). The Government of India had approved a procurement target of 58 lakh MT of rice, out of which around 30 lakh MT will be used within the state under NFSA, OWS, and SFSS schemes, whereas 28 lakh MT will be evacuated by the Food Corporation of India (FCI) for the central pool. Consequently, 5.37 lakh MT of rice turned out as surplus. Out of this surplus, 2.26 lakh MT has already been utilised through internal consumption, and 1.09 lakh MT has been distributed in 121 ITDA blocks, leaving a balance of 2.02 lakh MT. In order to manage the remaining stock effectively, the Cabinet has authorised the Odisha State Civil Supplies Corporation (OSCSC) Ltd. to conduct the auction sale of 1 lakh MT of surplus rice in the open market. In addition, the auction will follow government guidelines and the pricing methodology adopted by FCI. Any financial loss arising from the auction will be borne by the State Government. The proposal received full Cabinet approval with necessary support from the Finance, Agriculture & Farmers' Empowerment, and Cooperation Departments.




Indonesia Rents Extra Warehouses as Rice Stocks Hit Record Levels

On Sunday, March 5, Indonesian Agriculture Minister Andi Amran Sulaiman said that Indonesia has begun leasing additional warehouses to accommodate surging Indonesian rice stockpiles 2026, which are expected to approach 5 million tons this month. Moreover, Amran said national rice reserves have climbed to approximately 4.5 million tons during an inspection of Bulog warehouse capacity Makassar South Sulawes. He described the figure as the highest level since Indonesia’s independence. He added that the total warehouse capacity is only nearly 3 million tons, so we have leased additional facilities to accommodate another 2 million tons. Based on current trends, he disclosed that national stockpiles could reach 6 million tons within the next two months.

By comparison, rice reserves during the same period last year stood at around 1.5 million tons. Previously, stocks at this time of year were at most 1.5 million tons. Now they have increased by 200%, and we are grateful. Bulog’s rice stocks have surpassed 761,000 tons in South Sulawesi, which was more than double the levels recorded a year earlier. Furthermore, he said that despite ongoing global geopolitical tensions, Amran mentioned that Indonesia’s food security remains strong, citing robust domestic rice production.
