Russia Extends Sunflower Export Duties Till 2028 To Boost Domestic Production

On Friday, October 24, Russia announced that it has extended sunflower export duties, including those on sunflower seeds, sunflower oil, and meal, for another two seasons to boost domestic production. According to a government statement, the decision is intended to stimulate the processing of oilseeds within the country, maintain stable pricing on the domestic food market, and ensure the availability of sunflower oil for the population and sunflower meal for the livestock industry. Further, the statement added that this decision would support long-term predictability in the market.

Sunflower export duties will remain till 2028

The sunflower export duties were earlier valid until August 31, 2026, or until the end of the current export season. They will stay like that till August 2028. When it comes to Sunflower seeds, the export customs duty will stay at 50% however, not be less than 32,000 roubles per tonne. If we take a look at sunflower oil and sunflower meal, a floating duty rate will continue to deploy.

Russia’s sunflower oil exports stood at 5.1 million tonnes in 2024/25 season

According to industry lobby forecasts, Russia’s Sunflower oil exports stood at 5.1 million tonnes in 2024/25 season, and new season exports would climb to nearly 5.2-5.3 million tonnes. Sunflower meal exports in the 2024/25 season amounted to 2.6 million tonnes and may surpass 3.1 million tonnes in the current season. Moreover, the Russian agriculture ministry stated that the area sown with sunflowers climbed to a record 11.2 million hectares this year.
