Govt. to establish Meat Export Development Fund Under APEDA to Boost Buffalo Meat Exports

In the recent developments regarding export sector, the government has decided to establish a meat export development Fund in association with the industry under the commerce ministry’s agricultural and processed food products development authority (APEDA). Following the creation of the Basmati Export Development Fund which was established around 10 years ago, the exporter of Frozen buffalo meat will have to pay a fee of Rs 250/tonne towards the creation of the fund, which would be used for global market expansion and several other trade promotion activities.
Notably, the exports of chilled and frozen meat products will be permitted after payment of a fee by exporters and the fund would operate from October 29, 2025.

Significantly, India exported boneless buffalo meat, which carries a value of around $ 4.06 billion in FY 25. Buffalo meat shipment holds the second position whereas Basmati Rice holds the first position in terms of value of shipment in the APEDAbasket. The shipment of buffalo meat, dairy and poultry products during April- August, 2025-26 rose sharply by around 20% to $ 2.17 billion on year. According to Industry sources, there are nearly 80 buffalo meat exporting units registered with APEDA.

Fund to strengthen the export promotion

An official stated that funds will be used for activities concerning exports and trade promotion through expanding market access, encouraging research and development in product development, and promoting value addition in the sector.
Apparently, India has become the second biggest exporter of buffalo meat globally, whereas the shipments are to majority to countries such as Vietnam, Malaysia, Egypt, Iraq, Saudi Arabia, and the UAE. However, India has market access to 70-odd countries. Interestingly, officials noted that there has been an increase in demand for Indian Bovine meat across the globe due to its quality and nutrient value. APEDA coordinates boneless buffalo meat exports through sanctioned integrated meat plants and these plants are inspected by importing countries. According to an official note, Buffalo meat is exported in accordance with World Organization for Animal Health (OIE) guidelines for any risk. Only boneless buffalo meat is allowed for export from India.
