Odisha to Launch Rice ATMs in Four More Districts to Improve PDS Access

On Wednesday, March 11, Food Supplies and Consumer Welfare Minister Krushna Chandra Patra informed the state assembly that the Odisha government plans to introduce rice ATMs in four more districts to improve food access for poor families. He responded to a written question from Gautam Buddha Das of the Biju Janata Dal, stating that rice ATMs will soon be installed in the districts of Jharsuguda, Nabarangpur, Keonjhar, and Dhenkanal. Interestingly, he also informed that Patra said the state’s first rice ATM was set up in 2024 in the Mancheswar area under the Bhubaneswar Municipal Corporation in Bhubaneswar district. Moreover, since July 2024, nearly 20,217 ration card holders have received approximately 3,800 quintals of rice from the Mancheswar rice ATM.Notably, the facility was established with support from the World Food Programme. He said the state government has not allocated a separate budget for the rice ATM initiative in the 2025–26 financial year. The rice ATM programme intends to enhance food and nutrition security for poor households by ensuring round-the-clock access to rice. Beneficiaries can collect rice through biometric authentication using their Unique Identification Authority of India Aadhaar card. After verification, the machine dispenses the allotted quantity of rice within five minutes.

Designer Rice’ Promises 3X More Protein and Higher Nutritional Value

According to the latest updates, Scientists at CSIR-NIIST have developed designer rice with three times the protein content of conventional grains while maintaining a low glycemic index to help manage diabetes. This innovation has the potential to transform broken rice into a nutrient-dense powerhouse and aims to nourish millions and tackle malnutrition one plate at a time. However, polished white rice has a significant nutritional limitation. It is mostly starchy, causing a rapid spike in blood levels after a meal. Undoubtedly, this has been linked to the growing incidence of type 2 diabetes in India. Moreover, several people who consume enough calories through rice-based diets still suffer from protein and micronutrient deficiencies, a condition often referred to as hidden hunger. Dr. Sudip Karmalar, CSIR HQ told that this grain is a fundamental re-architecture of our most basic staple. “By deconstructing the rice grain into its primary components such as starch, protein and fibre and then precisely reassembling them, we have created a nutrient-dense food that functions as a positive, structural solution for metabolic health” he added. Notably, one of the interesting characteristics of this innovation is the use of broken rice, small fragments that are produced during the milling process.

USDA Tweaks U.S. Rice Balance Sheet as Imports and Exports Decline

According to the latest updates, the US Department of Agriculture (USDA) has made minor tweaks and adjustments to the US rice balance sheet. As per the adjustment, the balance sheet shows a lowering of both imports and exports of long-grain rough rice. Despite these changes in imports and exports of long-grain rough rice, the overall ending stocks remain unchanged at about 50.3 million hundred weight. In addition, the US Department of Agriculture kept the average 2025-26 farm price for rice steady at around $ 12.10 per hundred weight. Meanwhile, there were no revisions to the cotton balance sheet, with ending stocks holding at 4.4 million bales. Globally, no change has been observed in rice production. However, stocks did grow on a reduction for exports, while world cotton stocks increased with a rise in production, with exports also up on the month.
